Petro Beukman - 2 Julie 2012

2 July 2012

The Commissioner
Steynsrus Police

Dear Captain

COMPLAINTS AGAINST WO ERASMUS

As by now you should be aware of the incident happened on Thursday, 28 June 2012 at the 'Sand en Klip' property.

  1. A member of  the public asks Petro Beukman to reverse a car closer to a point where items could be loaded into the car.
  2. While she was reversing WO Erasmus shouted at her that he has warned her not to drive a car again. (Who the f _ _ _ do he think he is to tell her not to drive a car? She is only restricted not to drive on a public road!)
  3. WO Erasmus then got into the police vehicle and blocked the way of the car.
  4. When Petro got out of the car he threatened her that he is going to arrest her. (WOW! Arrest for what? He never said. Driving without a licence?)
  5. He then grabbed Petro at her clothes and again shouted at her to come with him. (ASSAULT!!!!!!)
  6. Two more times he grabbed her at her clothes and shaked her. (Again ASSAULT!!!!!)
  7. Then mr Piet Walker intervened and said he will take her to the police station.
  8. At the police station mr Piet Walker told Erasmus that he can't fine her for driving without a licence as it was private property. (Yes that is common sense!)
  9. Erasmus had to phone another officer to establish if he can fine Petro for driving on private property. (Shame! Never learned anything about the laws? How pathetic!!!!!!!)
  10. Even after Erasmus established that he can't fine her, he still threatened her by saying that she is lucky as he would have fined her and her mother. (What the heck has her mother to do with all this nonsens?)

Needless to say that Petro Beukman was totally traumatised by this incident and she was very humiliated in front of about 15 members of the public. What was Erasmus doing at Sand en Klip in any case? There was no call out or incident except for the blunder he created. Just another prove that he is stealing using the time of the SAPS for his own convenience.

How can the SAPS allows an officer to do law enforcement if that officer don't even know the laws or how to conduct a proper investigation? There is no doubt in my mind that Erasmus is incompetent to do his duty as a police officer. This blunder is not an isolated case. There are many incidents that you don't know about yet and in time more complaints will be filed.

Once again WO Erasmus targeted, victimised, intimidated, humiliated and assaulted Petro Beukman in public. We did warned you in a letter dated 21 November 2011 that this will happen again and how serious we as members of the public sees and experience such victimisation and I quote:

"There should be no need to tell you as the Commissioner of Steynsrus, that victimisation is a serious crime and if committed by a member of the police, it's even worse. I see victimisation even more serious then an assault or even murder by the police. With victimisation there are no boundaries to the crime, you never know when and what will happen next. That means that the victim is stripped of freedom. When AO Erasmus crossed that line on Friday, that is exactly what happened to me, my
family and my friends, our freedom was taken away! That is not only a crime, but it's totally against the Constitution of South Africa."

I also stated in my letter dated 12 March 2012 that these victimisations had an enourmous effect on the mental condition of  Petro Beukman and just to refresh your mind I quote:

"You should realise what effect all these events must have on this young girl's mental health and the fact that no action is taken by the police to rectify these matters and to prevent it from happening in future, makes it so much worse.

I therefore place it on record that I hold you as the Commissioner of Steynsrus, AO Erasmus and the Minister of Police liable for the mental condition of Hellen Petronella Beukman and for any sufferings that she, her mother and myself experienced by the victimisations and the fact that no action has been taken by any member of the police."

After all these incidents and complaints against WO Erasmus and the fact that you've done nothing to prevent it from happening again in future, I think it's fair to assume that you condoles his actions. As a matter of fact you indicated to Colonel van Rensburg that Erasmus is a good officer. And please don't take any credit for instigating the investigation by Colonel van Rensburg.

Erasmus has proved that he'll do anything to victimise and traumatise Petro Beukman, her mother and myself  and Erasmus has proved that he'll never stop with his misconducts and therefor we've got very good reason to fear for our lives. We are not free to walk outside our property as Erasmus intentionally passes our house at a blistering speed with the police vehicle and we never know when an "accident" will happen. This happens 6-8 times a day when he is on duty. What is he doing so many times at his home when he is supposed to do his work? We need to be protected by the SAPS and not attacked by them!

In the light of a this and all the previous events and the numerous residents that were affected by the misconduct of Erasmus, I now insist on the following:

  1. That WO Erasmus be transferred ASAP to another town as far away from Steynsrus as possible. I know you've got the authority to do the transfer.
  2. That until such time that WO Erasmus is transferred, his firearm be taken away and that he no longer be allowed to drive a police vehicle.
  3. That Petro Beukman immediately be referred to a private qualified psycologist for help, at the expense of the SAPS.
  4. The residents of Steynsrus be informed that the so called "arrest" of Petro Beukman was a blunder of WO Erasmus. This is to clear her name.
  5. That mr Piet Walker be compensated for his time and effort to rectify this blunder.

I hope this time you will do something about this matter.

I'll appreciate it if you'll acknowledge receipt of this document.

Thank you
